Licensing in California
California requires a C-39 Roofing Contractor license for any roofing project where total labor and materials exceed $500. The C-39 has its own exam and experience requirement.
Workers' compensation in California
All California roofing contractors holding a C-39 license MUST carry workers' compensation insurance, regardless of whether they have employees. C-39 is the only CSLB classification with this requirement.
Bond requirements
All CSLB licensees must post a $25,000 contractor license bond. Roofing contractors with employees also need a separate $100,000 LLC employee bond if structured as an LLC.
Assignment of benefits in California
California permits assignment of benefits but has not enacted recent reform statutes. Contractors using contingency contracts on insurance-paid jobs should consult an attorney for state-specific contract language.
